Matthew Isnor

Chief, Cyber Workforce Development Division

With over 20 years of experience leading enterprise-grade projects and programs within the Cyberspace and Intelligence Communities, Mr. Isnor brings a highly analytical and meticulous approach to tackling complex challenges in dynamic environments. His proven track record of success in directing wide-ranging cyber operations activities, coupled with his deep expertise within the federal cyber workforce, makes him a sought-after leader and a recognized voice in the field.

Currently, Mr. Isnor serves as Chief, Cyber Workforce Development at the Department of Defense Chief Information Office (CIO), where he:

  • Leads the standardization of the Cyberspace workforce through the development and refinement of the DoD Cyberspace Workforce Framework (DCWF), ensuring alignment of knowledge, skills, and abilities with mission-critical tasks.
  • Champions the technical soundness and accuracy of the 8140 Cyber Workforce Qualification Program, setting the qualification standards for the entire DoD Cyber workforce and providing stakeholders with the tools and resources for successful implementation.
  • Represents DoD CIO for workforce equities while fostering strategic partnerships with allies, expanding relationships with foreign partners, and strengthening international collaboration in cyberspace.
  • Develops and executes strategic and operational plans for the cyberspace workforce in alignment with the National Defense Strategy, ensuring consistent integration across the Department through engagement with OSD offices and stakeholders.

Prior to his current role, Mr. Isnor made significant contributions as the Cyber Mission Force (CMF) Program Lead for Workforce Development at U.S. Cyber Command, where he:

  • Led the development of Cyberspace Training Requirements Analysis and Program Definition Support, shaping the future of cyber training.
  • Co-authored training requirements for the Joint Cyber Training & Certification Standards Program, resulting in the creation of dedicated CMF certifications and standards.
  • Spearheaded critical Cyber Mission Force projects focused on defending DoD infrastructure, managing all aspects from requirements gathering to resource allocation and budget oversight.
  • Served as a key leader for the Cyber Mission Force Training Board and as a member of the Cryptologic Training Council, fostering collaboration and driving impactful decisions.

Mr. Isnor's commitment to national security is further evidenced by his 7 years of service in the United States Army, where he honed his skills in Signals Intelligence and led numerous deployments of collection systems to special areas of interest.

Mr. Isnor holds a Master of Business Administration (MBA) with a concentration in Information Systems from Hawaii Pacific University and a Master’s of Cybersecurity from Webster University.
