Purpose & Objectives
FRCWP empowers federal agencies to further enhance their cyber workforce by developing critical cyber skills and creating environments where employees have ongoing learning and development opportunities. Cyber employees on interagency rotations can improve and develop knowledge and skills to not only support their own professional growth but also bring new skills back to their home agency. Such rotations help advance career opportunities and support employee engagement, satisfaction, and retention.
The program objectives are that:
- Cyber employees serving in rotations (details) gain on-the-job experience and achieve higher or different skill levels in IT, cybersecurity, or other cyber-related functions; and
- Rotations promote intra-agency and interagency integration and coordination of cyber practices, functions, and personnel management.
Eligibility for Rotations
The Federal Rotational Cyber Workforce Program focuses on cyber employees and cyber rotational assignments.
To be eligible to apply for a rotation, an employee must meet the following criteria:
- Eligible Employees: Federal civilian employees assigned to an OPM or DoW Cyber Workforce Framework (DCWF) cyber-coded position.
- Supervisory Endorsement: Participants must be approved to participate by their direct supervisor.
- Performance Level: Participants must be rated at least fully successful on their most recent annual performance.
