The DoW CITEP authorizes the temporary exchange between General Schedule (GS)-11 equivalent or higher DoW civilian and private sector employes who work in the cyber or information technology (IT) fields. These exchanges allow DoW civilian and private sector employees to hone or develop their cyber and IT competencies and technical skills through structured experiences. The DoW CITEP provides a unique opportunity for DoW Components and private sector organizations to share best practices, gain a better understanding of cross-sector information technology operations and challenges, and gain exposure to a different organization’s processes. The DoW CITEP is focused on achieving the following objectives:

• Enhance the cyber and IT competencies and technical skills of DoW and private sector employees through defined and meaningful experiences;

• Exchange knowledge, experience, and skills between the DoW and private sector; and

• Bridge the culture and priority gaps between the DoW and private sector.

DoW CITEP Authorizations

Section 1110 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2010 authorized the pilot program for the temporary exchange of IT personnel, referred to as the Information Technology Exchange Program. Section 1123 of the NDAA for FY 2017 amended Section 1106 of the NDAA for FY 2014 by adding the term “Cyber and” before “Information”; therefore, renaming the program to the Cyber and Information Technology Exchange Program (CITEP). Section 1112 of the NDAA for FY 2023 extends the CITEP through December 31, 2026.

How to Participate

Ready to participate in FRCWP? The following instructions outline the key steps for both the organization and the participant, providing a clear roadmap for engagement:

For Industry Partners, DoW Components, and Federal Partners:

1. Identify eligible positions or set of duties for rotation.
2. Submit the Cyber Workforce Rotation Program Opportunity Listing Form to list your cyber rotation opportunities* on this page (See Available Opportunities section).
3. Assess applications and create a preferred candidate list against pre-established criteria.
4. DoW CIO will use organizations' preferences to notify applicants of selection status
5. DoW CIO will provide an Opportunity Acceptance Letter to selected applicants.
6. Once the letter is signed, review and sign a Memorandum of Understanding/Three-Party Agreement before the start of the rotation.
7. Provide instruction, support, mentorship, and feedback throughout participant’s rotation opportunity.
8. Evaluates participant’s rotation performance in coordination with the participant’s home supervisor.
9. At end of rotation, participant vacates the position and returns to their home organization.

*For DoW Components Only: DoW Components operate under a quota system (detailed below) that requires a minimum number of both cyber rotation positions offered and employees participating from each component.

Note: The quota of 5 applies to both a minimum of 5 participating employees and a minimum of 5 available rotation opportunities. This quota can be used to support either or both programs. Matching may occur to aid in agencies meeting quota requirements.

For Employees:

1. Review program eligibility and qualification requirements for participation.
2. Gain approval from direct supervisor to apply for and serve in rotations.
3. Review cyber rotation opportunities on this page (See Available Opportunities section).
4. Submit a unique application for each rotation opportunity of interest during the open cycle period.
5. Upon selection into a rotation, review and sign an Opportunity Acceptance Letter Once signed, review and sign a Memorandum of Understanding /Three-Party Agreement before the start of the rotation.
6. During the rotation, perform rotational duties as assigned with host supervisory instruction, support, mentorship, and feedback, and receive performance evaluation from host and home supervisors.
7. At end of rotation, return to original position at their home organization and conduct a self-assessment and program evaluation.
