Ms. Corinne Carpenter serves as the DoW Cyber Excepted Service (CES) Program Manager within the Office of the Department of Defense Chief Information Officer (DoW CIO). She is the senior HR policy advisor to key DoD management officials on CES program-related issues, with authority for program leadership, policy development, and strategic planning for the personnel system.
Previously, as the Human Resources Director for the Joint Artificial Intelligence Center (JAIC), Ms. Carpenter engineered the organization’s entire human capital function from the ground up to support its cutting-edge AI mission. Her strategic leadership encompassed all aspects of talent management, from pioneering innovative recruitment strategies—such as a “one-click” application that dramatically reduced time-to-hire to just 36 days—to authoring a pivotal legislative proposal for enhanced pay authorities to attract top-tier AI experts to the DoD. She was instrumental in shaping the DoW’s AI workforce strategy through key NDAA sections and spearheaded the creation of progressive, AI-focused personnel policies.
Before her time at the JAIC, Ms. Carpenter was a Cyber Human Capital Strategist, where she was one of three subject matter experts leading the design and implementation of Title 10 excepted service personnel authorities across U.S. Cyber Command, Joint Force Headquarters DoD Information Networks, the Deputy Chief Information Officer (DCIO) for Cybersecurity, the Defense Information Systems Agency, and the Service Cyber Components. Ms. Carpenter also served as the Chief of Personnel for the Defense Information Systems Agency Operations Center, leading personnel management and strategic workforce planning for over 5,000 personnel globally.
Early in her career, Ms. Carpenter traveled the world serving as a United States Air Force Personnelist at Commands across Europe and the Pacific.
