Since the publication of the Department of Defense (DoD) 8140 policy series (i.e., Directive, Instruction, and Manual), cyber workforce management activities have greatly expanded and accelerated, placing additional requirements on cyber workforce management teams across the Department of War.
To guarantee the Department’s cyber workforce remains grounded in an agile environment, the Department of War Chief Information Officer is pleased to introduce two new resources in preparation for DoD 8140 qualification data collection activities, anticipated to begin this Fall.
1) The “DoD 8140 Learning Modules V2.0,” effective date July 1, 2026, serves as an administrative update to the original modules that provided supplemental information across a variety of DoD 8140 topic areas. These modules can help reinforce DoD 8140 learning fundamentals.
2) The “DoD 8140 Supplemental Guidance for Cyber Workforce Management V1.0,” effective date July 1, 2026, provides six policy updates to clarify current requirements and support DoW cyber workforce management teams and our cyber warfighters in areas such as onboarding and qualification management procedures and degree discipline flexibility, and implements a new Department Cyber Workforce Framework (DCWF) work role introduction process. This guidance serves as an extension of the DoD 8140 issuances and integrates the original “DoD 8140 Personnel Qualification Waiver Supplemental Information,” effective date June 3, 2025.
